मुंबई : शिवसेनेच्या दोन गटांतील आमदार अपात्रतेप्रकरणी विधानसभाध्यक्षांकडे लवकरच सुनावणी होणार असताना आता राष्ट्रवादी काँग्रेसच्या शरद पवार गटाने अजित पवार गटातील आमदारांवर अपात्रतेची कारवाई करण्यासाठीचा अर्ज विधान परिषद सभापतींकडे केला आहे. विशेष म्हणजे अपात्रतेच्या कारवाईसाठी एक अर्ज पुरेसा असताना दोन स्वतंत्र अर्ज करण्यात आले आहेत. एका अर्जात विक्रम काळे, सतीश चव्हाण, अमोल मिटकरी आणि अनिकेत तटकरे यांचा, तर दुसऱ्या अर्जात रामराजे निंबाळकर यांच्या नावाचा उल्लेख करण्यात आला आहे. साहजिकच विधिमंडळातील अधिकारीही यामुळे बुचकळ्यात पडले असून यासाठी कायदेविषयक सल्ला देणाऱ्या एखाद्या कंपनीची मदत घेण्यात येणार असल्याचे खात्रीलायकरित्या समजते. घटनेच्या दहाव्या परिशिष्टाचा आधार घेत हे दोन अर्ज करण्यात आले आहेत. पहिला अर्ज शरद पवार गटाच्या राष्ट्रवादी काँग्रेसचे प्रदेशाध्यक्ष आणि विधानसभेतील गटनेते जयंत पाटील यांनी केला आहे. त्यात त्यांनी विक्रम काळे, सतीश चव्हाण, अमोल मिटकरी आणि अनिकेत तटकरे यांच्या नावाचा उल्लेख केला आहे. सातत्याने पक्षविरोधी कारवाई केल्याचे सांगत या आमदारांवर अपात्रतेची कारवाई करण्याची विनंती या अर्जात आहे. दुसरा अर्ज शरद पवार यांच्याच गटाचे सरचिटणीस जितेंद्र आव्हाड यांनी केला असून त्यांनी आपल्या अर्जात रामराजे निंबाळकर यांच्या नावाचा उल्लेख केला आहे. निंबाळकर यांनी पक्षविरोधी कारवाया केल्याचे सांगत त्यांच्यावर अपात्रतेची कारवाई करण्याची विनंती या अर्जात केली आहे. विशेष म्हणजे, लोकशाही वाचविण्यासाठी सर्वसामान्य नागरिक अशा प्रकरणात तक्रारी करू शकतो, असा मुद्दाही अर्जात मांडण्यात आला आहे.
शरद पवार यांच्या गटाने अशाप्रकारे दोन अर्ज केल्याने त्यामागचा राजकीय अन्वयार्थ काय आहे, यावर चर्चा करण्यासाठी तसेच त्यावर कायदेशीर मार्गाने तोडगा काढण्यासाठी लवकरच मुख्यमंत्री एकनाथ शिंदे, उपमुख्यमंत्री देवेंद्र फडणवीस आणि उपमुख्यमंत्री अजित पवार यांच्या उपस्थितीत एक बैठक होणार असल्याचे समजते. विशेष म्हणजे याप्रकणात एखादी कायदेविषयक सल्ला देणारी व्यावसायिक कंपनी नेमण्यात येणार असल्याचेही कळते.
दरम्यान, राष्ट्रवादी काँग्रेस पक्षात फूट पडली नसून, काही जणांनी वेगळी भूमिका घेतली आहे. अजित पवार यांच्यासह ११ जणांची पक्षातून हकालपट्टी करण्यात आली आहे. परिणामी राष्ट्रवादी काँग्रेसवर अजित पवार यांनी केलेला दावा चुकीचा आहे, असा आक्षेप अलिकडेच शरद पवार गटाच्या वतीने निवडणूक आयोगाकडे घेण्यात आला होता. त्यानंतर आता अजित पवार गटाच्या पाच आमदारांवर अपात्रतेच्या कारवाईचा अर्ज विधान परिषद सभापतींकडे करण्यात आला आहे.
दबाव टाकण्याची रणनीती?
दोन स्वतंत्र अर्ज करीत वेगवेगळ्या गटावर वेगवेगळ्या पद्धतीने दबाव टाकण्याची शरद पवार गटाची रणनीती असल्याचे मानले जाते. प्रामुख्याने रामराजे निंबाळकर यांच्याविरोधात स्वतंत्र अर्ज करून त्यांच्याशी वेगळी बोलणी करण्याचा यामागे उद्देश असावा, असेही बोलले जात आहे.
